Charges Filed in 1990 Cold Case Rape Investigation

 

           

(Fayetteville, NC) – Detectives with the Fayetteville Police Department’s Cold Case Sexual Assault Unit have charged two suspects in connection with a rape which occurred in February of 1990.

 

Jack Blackwell, Sr., (I/M, 59 years of age), of Fayetteville, NC and Bruce Wayne Miller, (I/M, 56 years of age), Spring Lake, NC have both been charged with First Degree Rape and Common Law Robbery.

During the investigation the victim indicted she was staying at a local motel in the 2300 block of Gillespie St. While at the motel Blackwell and Miller raped the victim and robbed her of her belongings.

 

Blackwell has been arrested and is currently being held in the Cumberland County Detention Facility on a $50,000.00 secured bond.  The second suspect, Bruce Wayne Miller, is currently incarcerated in Coleman Medium Federal Correctional Institution (FCI) in Sumterville, FL on charges stemming from the robbery of a convenience store.

 

The initial investigation in 1990 went unsolved; however, the sexual assault kit from this case was recently tested utilizing funding from the Bureau of Justice Assistance’s FY2016 National Sexual Assault Kit Initiative Grant and Blackwell was identified as a suspect.  Additional information about the federal initiative can be found at www.bja.gov
